When do you know its the right time to leave a job?

I don't think there is any right or wrong answer to this question. Determining the right time to leave a position depends on your personal and professional goals. I have worked with people who have stayed in the same position for several years because they enjoy the work, their team, company, etc. However, not everyone can say the same. In my opinion, if you begin to feel burnt out in a job and you are no longer feeling challenged or fulfilled, it may be time to start considering new opportunities. That may be within your current company or with a new company. As the saying goes, "If you love what you do, you will never work a day in your life." While this may not be true in every job, I think it's important to keep this in the back of your mind as you move throughout your career. If you are no longer enjoying going to work every day, you may want to consider this the right time to leave your job.

The answer to this question is really dependent upon the individual person and his/her circumstances.  Usually people leave a job once they have found something else that is more professionally or personally satisfying for them than their current role.  Other times people leave without additional prospects because they just cannot handle one more day on the job.  Hopefully this is not your situation.
I would suggest you sit down and reflect on the reasons why you want to leave and what you are looking for in your next position/endeavor.  What were the reasons you enjoyed your current job and what do you need to have in a new positon in order to leave. Best of luck in your decision making!

There are a number of reasons that people leave jobs. It could be related to salary, company fit, or the finding of a better role. Listing out the pros and cons of not only the job, but the company will help you better determine if the role is a fit. What is career growth like? Do you believe in the company culture? Is this role financially fitting for where you are in your career? Writing down the pros and cons really help you have a clear picture on if it time to leave a role and or company.
